Presentation to the Board –Presenter: Thella Bowen, President/CEO San Diego County Regional Airport Authority
Thella welcomed the Board and emphasized the value of the airport to the San Diego County economy. The airport generates $9.9 billion of economic impact for San Diego County, and 116,000 local jobs are either directly or indirectly created by the airport facility.

Ted Anasis, Manager of Airport Planning for the San Diego County Regional Airport Authority
Ted provided an overview of the San Diego International Airport and the Airport Master Plan. He addressed the challenges and opportunities associated with the airport's growth. Since 1980, passenger traffic at the airport has tripled from 5.2 million to 17.4 million in 2005, and is forecasted to grow to 27-32 million in 2030. Operations (takeoffs and landings) are expected to grow from 220,000 in 2006 to between 273,000 and 327,000 in 2030. The key driver of this growth is the health of the economy.

The purpose of the Airport Master Plan is to provide phased development of the airport to serve the increased passenger and operations forecast. Phase 1 of the plan includes expanding the existing Terminal 2 West with 10 new gates, constructing new aircraft parking and apron areas, and constructing new surface parking and a new parking structure. In addition, the Airport Transit Plan outlines proposals to improve existing transit connections to the airport terminal and to develop further transit connections in coordination with the planned terminal expansion.

Jim Ream, President/CEO, ExpressJet
Jim introduced his company, ExpressJet, which is the newest airline to be operating out of the San Diego Airport. ExpressJet will be bringing direct service from San Diego to 9 communities: Spokane, Boise, Colorado Springs, Monterey, Bakersfield, Fresno, Omaha, Oklahoma City, and Tulsa.

Marketing Committee – Diane Strand, Committee Chair, briefed the Board on activities of the committee. The Economic Outlook 2020 publication is being put together, to be distributed in the 3rd quarter. The SDNEDC will be offering market research to members to assist with targeting market segments. Also, the committee is moving forward on producing a 1 hour television show. There are 18 shows planned, to be produced between April and December of 2007 and aired from April 2007 to September 2008. The show will get wide exposure throughout North County. There will be excellent opportunities for sponsorship and advertising for members.

Public Policy Committee – Paul O'Neal, Committee Chair, reported that there was a question of a conflict of interest with the SANDAG Energy Working Group since members are SDG&E customers/rate-payers. Matter was resolved that there is no conflict of interest since the Energy Working Group is merely advisory and has no decision-making authority. He reported that the environmental impact statement for the Nevada Hydro power transmission/power plant project has been approved by FERC and that there will be a lot of interesting issues associated with this project coming up. The committee will be collaborating with the Southwest Riverside County EDC.

Chargers Subcommittee – Scott Strand briefed the Board on activities of the subcommittee. There was a telephone interview on Tom Fudge's show that included Rocky Chavez and the Oceanside council's vision for the Chargers in Oceanside. The issues that need to be addressed include environmental, land-use, and traffic.

 
Working in the world of the WEB - Linking
 

Linking is the core technology of the Internet. The Web gets its name from the ability of a Webpage to use links to any other resource on the Internet, just as the strands of a spider web link to each other in complex ways. While they do not expect strong restrictions on linking to be forthcoming, legal forecasters do point out a number of legal principles that could lead to restrictions on misleading linking practices. Develop rules of thumb that staff members can follow to avoid copyright infringementbut keep in mind that fair use is decided by the courts, not by the publisher.

Specific suggestions include the following:
• Avoid using trademarks, logos, or trademarked text as part of the link to an outside site without the permission of the owner of the trademark or logo.
• Avoid "deep links" into an outside Web site that bypass the site's intended home page or
site-navigational structure.
• Avoid use of frames that incorporate the content of another's Web site into the navigational
structure of your web site.
• Avoid "in-lining"drawing an image or content from another's Web site into your page or get permission first.

To guard against disputes with the owners of other sites to which you want to link, some Web managers have made it a practice to obtain a written agreement. Although a written agreement obviously lowers the legal risk involved in linking, it is probably unnecessary, as long as the Webmaster links only to site home pages rather than interior pages and does not provide links or incorporate another site's content without citation. However, the Webmaster should continually survey the legal landscape with regard to emerging case law and legislation related to linking activities.
