SDNEDC Renewing Members: Poseidon Resources, CRMA

Presentation to the Board – Caltrans
The Board heard presentations by the three project managers: Mark Phelan has responsibility for Highway 76, Gustavo Dallarda has responsibility for I-15, and Arturo Jacobo gave the presentation on the I-5 project.

Mark Phelan stated the widening of Highway 76 continues to progress eastward, and that additional land has been purchased for the required mitigation. Caltrans will widen and realign Hwy76 to a four-lane conventional highway, with room for two additional lanes in the future, from Melrose Drive to I-15. Construction between Melrose Drive and South Mission Road is scheduled to start in 2008. Construction from South Mission Road to I-15 is scheduled to start in 2010.

Gustavo Dallarda told the board that the I-15 Managed Lanes Project will manage traffic congestion and reduce delays on Interstate 15 (I-15), between State Route 163 (SR-163) and State Route 78 (SR-78) by optimizing and increasing freeway capacity and transportation alternatives in the corridor.
Construction of the I-15 Managed Lanes Middle Segment is expected to be completed at the end of 2008.

Arturo Jacobo said the Interstate 5 (I-5) corridor in North County is one of the most frequently traveled freeways in San Diego County. By the year 2030, the number of vehicles using I-5 daily is expected to nearly double. The project proposes to add two Managed Lanes in each direction and potentially additional freeway and auxiliary lanes where needed. The Managed Lanes will be used by carpools, vanpools and transit riders at no cost and to single occupant vehicles for a fee if room is available. The construction kicked off in the spring with a $10 million project that is adding a pair of "auxiliary lanes", traffic lanes that start at one exit and end at the next, between Via de la Valle and Lomas Santa Fe Drive. Those lanes are set to open in October. Following that project, Caltrans will begin extending the interstates car-pool lanes, in several phases, from Via de la Valle to Cannon Road. That $1 billion car-pool campaign is expected to keep construction workers busy until at least 2015.


Membership & Events Committee – Diane Strand, Committee Chair
Diane told the board that renamed committee had its first meeting and the focus was to define the role and mission of the committee. It was agreed that the primary focus would be to add value to our members and give them opportunities for recognition. Diane said that the committee talked about having two events this year with a summer gala and our year-end holiday event. More will be forth coming as the committee meets and starts to plan the events.


Public Policy Committee – David Nilson, Committee Chair
David told the board that the committee heard from SDG&E regarding the latest news about the Sunrise Powerlink. The project continues to move forward following hearings by the CPUC recently at the County Offices where the public was invited to provide testimony to the commission. SDG&E expects the process to be completed toward the end of the year with a route identified by the CPUC.

David reported that the committee has voted to support the repowering of Encinas Power Plant by NRG Energy. The project would be the first phase of NRG's plan to replace the existing Encina Power Station with a cleaner and more efficient generating facility to be located on site, adjacent to the current power plant. The project, to be known as the Carlsbad Energy Center, will include the retirement of three older generating units but nonetheless will increase the net output of the facility by 200 megawatts, enough additional power to supply over 160,000 homes. A motion was made by David Nilson to the board to support the project concept as it was presented. The motion was seconded by Chris Jennewein and approved by the board.
