Presentation to the Board – in lieu of a
presentation, the board was given a tour of the Caltrans Traffic
Management Center, the nerve center for San Diego County's freeway
and highway systems. Real time information is gathered from many
sources such as electronic sensors in the pavement, freeway call
boxes, video cameras, 911 calls, officers on patrol, Caltrans
highway crews, ramp meter sensors, earthquake monitors, motorist
cellular calls, and commercial traffic reporters, which is sent to
the TMC 24-hours a day, seven days a week.
Marketing
Committee – Diane Strand, Committee Chair, briefed the Board on
activities of the committee. The Economic Outlook project is on
track for the 3rd quarter of 2007. The committee has decided to work
with San Diego Magazine on the project. Diane announced that there
will be a party to celebrate an economic development award that the
SDNEDC received and to provide additional information about the
Economic Outlook project. The Economic Roundtable TV project is
making significant strides, and Diane thanked Merriam Mountains for
their sponsorship and gave an overview of the first
show.
Public Policy Committee – Paul O'Neal, Committee
Chair, briefed the Board on activities of the committee. At the
last meeting, the committee heard a presentation from the Fallbrook
Chamber of Commerce relating to Traffic Impact Fees which are a
significant burden on any new project. Paul announced a special
Public Policy Meeting to be held the following week to specifically
address the proposed Traffic Impact Fees. At the last meeting, the
committee also heard an informational presentation from a company
proposing an offshore location for the San Diego Airport. For an
update on the activities of the Chargers subcommittee, Paul
explained that Oceanside is the Charger's preferred location at this
point, and the subcommittee will be working to explain the benefits
that the stadium would provide to the cities involved. Paul asked
Ellen Malin from Senator Dennis Hollingsworth's office to make a
presentation to the board concerning an issue that she presented to
the committee at the last meeting. Ellen gave the board an
explanation of SB 947 and asked the board for its support of this
bill. SB 947 is legislation introduced by Senator Hollingsworth that
will expedite the review process associated with transportation
projects by providing an exemption from the California Environmental
Quality Act for expanding existing overpasses and ramps. Paul O'Neal
reported that the Public Policy Committee supported the legislation.
Chris Jennewein put the matter to the entire board, and the board
voted to support SB 947. Kamal Muilenburg from the San Diego
Business Healthcare Connection made a presentation to the board
about SB 51. This legislation was introduced by Senator Ducheny, and
would create a pilot project in San Diego County to offer health
insurance to uninsured workers.

| SDG&E HAS BIG REWARDS FOR SMALL
BUSINESSES |

Through its Small
Business Super Saver (SBSS) program, SDG&E® helps eligible
nonresidential customers replace existing equipment with newer,
high-efficiency equipment. SBSS provides cash rebates to eligible
small business customers for energy-efficient upgrades such as
lighting, refrigeration, foodservice, natural gas, and other
technologies. In many cases, the rebates may also cover installation
costs, meaning no out-of-pocket expenses are incurred. In addition,
eligible customers can pay for energy-efficient upgrades through
their SDG&E bill.
Customers eligible for the SBSS program
are defined as any small business on a valid SDG&E commercial,
industrial, or agricultural rate with a monthly electric demand
below 100 kW and/or an average monthly natural gas usage below 4,166
therms.
To participate, equipment must be purchased and
installed between January 1, 2006 and December 31, 2007. Visit
