SDNEDC New Member: San Diego County Regional Airport Authority
SDNEDC Renewing Members: Benefits Matrix, SANDAG
Presentation to the Board – San Diego County Regional Airport Authority
The presentation began with Jim Desmond, Mayor of San Marcos and SDCRAA Board member giving an overview of the proposed Master Plan. The new plan would add 10 gates to the North Terminal and provide additional overnight parking. The plan
also calls for building a two level parking garage with arrival and departure passengers at different levels. This would improve traffic flow and increase the ease of accessing the airport. The draft EIR has been prepared and the SDCRAA is
seeking support for the plan in principle. David Nilson made a motion to support the plan and EIR based on the public policy committee's recommendation, which was seconded by Hugh Constant. The motion carried. A letter will be prepared to
present to the SDCRAA Board.
Liz Gary with Southern California Edison's Workforce Education - Nuclear Training Division provided an overview of the new program they are conducting in partnership with Palomar College. SoCal Edison will provide 48 scholarships,
including full tuition and books, paid summer internships and employment with the company following successful completion of the program. They are looking to recruit qualified students and have asked our members to mention the program to
their various organizations. Liz can be reached at 949-368-2283 and would appreciate any referrals that our members might make.
Membership & Events Committee – Diane Strand, Committee Chair
Diane reported that the committee discussed three items: the 10th Anniversary Event, the Holiday Luncheon and the Elected Officials Event. The date for the Elected Officials event is June 13th at a location to be determined. John Osborne
has been taking the lead on this and has secured commitments from both congressmen and is working on the state representatives. The 10th anniversary event will take place in August or September with our past chairs and executive directors
in attendance.
Public Policy Committee – David Nilson, Committee Chair
David gave a report that mentioned the support for the SDCRAA's Master Plan and EIR. The other topic covered by the committee was the bills currently in the State Senate brought forward by Senator Hollingsworth: SB1064,1562 and 1417. The
committee recommends support for all three bills and David Nilson made this motion which was seconded by Linda Bailey. The motion passed.

Economic Prosperity |

On April 30th I attended a meeting of the California Association for Local Economic Development in Anaheim where the topic of discussion was
about creating an agenda or plan for California's Prosperity Strategy. Leaders in Economic Development throughout the state recognize that each community needs to develop a plan that fits with a statewide strategy to compete in the global
economy. No plan will fit every community or region, however, each community/region can development a strategic plan that will plug into a statewide effort to attract and retain businesses for California.
The County of San Diego has already accomplished this. At the beginning of 2007, SANDAG convened a meeting where its Chief Economist, Marney Cox, provided an overview of the process for creating a Regional Economic Prosperity Strategy or
"REPS". An advisory group was formed that represented organizations and individuals from across the county and from diverse backgrounds. The Co-Chairs of the Advisory Group were Julie Meier Wright, President & CEO, San Diego Regional
Economic Development Corporation and the Honorable Phil Monroe, Councilmember from the City of Coronado. The plan was voted on and approved by SANDAG's Board in March, 2008.
The effort of this advisory group resulted in 10 strategic goals and 27 recommended actions. To quote the report, "Achieving economic prosperity is one of the major challenges and should be one of the highest priorities for public and
private sector leaders in the San Diego region today. This is a different challenge than our region faced during the 1990s when we experienced our worst recession in more than half a century as our economy restructured and diversified
itself."
The report goes on to state, "To identify and analyze our region's most pressing challenges, the Advisory Group overseeing the update of the Prosperity Strategy employed a strategic assessment system. The assessment system provides a
framework for evaluating the region's economic health by benchmarking ourselves against 24 similar regions, as well as broader statewide and national trends.
By benchmarking ourselves, we have a way of measuring progress, or lack of progress, to solve recognized problems based on the principle of "what gets done. Communities like San Diego, to sustain their past success, must continue to evolve
and change. Based on what we have learned about the success of other regions similar to San Diego, it is becoming clear that by acting in an "enterprising" manner, communities can help shape the attractiveness of their region"
