SDNEDC New Member: NECA
SDNEDC Renewing Members: California Manufacturing Technology Consulting, City of Escondido, Palomar College, National University
Presentation to the Board Presenter: Assemblyman Martin Garrick introduced himself and spoke about his background. He has helped reduced the budget deficit from $1.4 billion to $700 million, with a request of the Governor to veto
$200 million. His current duties include a seat on the Insurance Committee, where he deals with all types of insurance excluding health; the Transportation Committee, where he deals with the repair and development of the roads and
freeways; and he is Vice Chair of the Education Committee K-12. The Transportation Committee is working to get $22 billion in bonds for repair and development. The Education Committee is responsible for 58 county k-12 schools, state
department, and education policy. There are several initiatives in place to have more "vocational" education. Projections indicate a need in construction, education, emergency personnel, medical, biotech/high-tech, and the automotive
industry. They are currently trying to work with the junior colleges and the medical field to partner and create workforce development training programs.
Marketing Committee Stephanie Weber gave the Board a brief overview about the Economic Outlook Vision 2020. The project is moving along well; we still have advertisement opportunities available. We also thanked everybody for
their advertisement contributions in the Economic Outlook.
Public Policy Committee David Nilson, Committee Chair
Barbara Daly of the Transportation Corridor Agency gave a presentation on the extension of the toll road in Orange County. She explained that due to limited tax dollars and continued traffic, toll roads are very important. The construction
will not be funded by tax dollars. Instead it will be privately funded by two agencies. It is a proposed extension of 51 miles and will be owned and maintained by Cal Tran. When this happens, the highway system will be receiving a $3
billion infrastructure gift. It is estimated to save 21 minutes of current commute time and relieve future congestion along I-5. There is an estimated traffic increase of 60% by 2025. A motion was made by David Nilson to have SDNEDC Board
support this toll road extension, seconded by Karen King, and the motion was approved.

energy demand and earn a credit on their SDG&EŽ bill with the Summer Saver Program*.

As a Summer Saver you'll be doing your part to reduce energy demand when the San Diego region needs it the most. Business owners simply agree to let SDG&E install a free device on their central air conditioning unit that enables it to be
automatically cycled "on and off" for a few hours on select hot summer days. By reducing the amount of time a cooling system runs, business owners can earn a credit on their energy bill. Best of all, they'll still stay cool and
comfortable.
Several Money-Saving Options
SDG&E realizes that every business has different energy needs, so it offers five different plans to choose from, with rewards of up to $11.50/ton of cooling capacity. The more a cooling system cycles on and off, the bigger the reward.

* Summer Saver season runs from May through October. Bill credit is given the month following the Summer Saver season.
SDG&E has an agreement with a third party, Comverge, Inc., to provide the technology and administer the Summer Saver program. Comverge is responsible for installing, removing and servicing the wireless unit.
This program is funded by California utility customers and bill credits are administered by SDG&E, under the auspices of the California Public Utilities Commission (CPUC). This program may be modified or terminated without prior notice.
Plan credit amounts and program options are subject to change pursuant to the CPUC. Actual participation in Summer Saver is based on your effective date. The effective date is the day that the cycling device was installed. Customers with
