Presentations to the Board:
Phyllis Hall – NCTD

Phyllis spoke to the Board regarding the state's attempt to use transportation funds to balance the budget. Phyllis addressed the impacts that budget cuts will have on organizations like NCTD that rely on the state's transportation funds. The budget cuts will result in routes being eliminated and services cut back. Phyllis thanked the SDNEDC for its support and for writing a letter to state leaders expressing our position.

Kirk Effinger –San Marcos Association of Residents and Taxpayers
David Nilson, Public Policy Chair, reported on the committee meeting of August 7th where Proposition O, the Growth Management Act, was discussed. Representatives from both sides of the issue were invited to speak at the meeting. Cynthia Skovgard and Susan Wait, residents who worked to get Proposition O on the ballot, chose not to attend. David introduced Kirk Effinger who presented information related to the proposition. Proposition O, the Growth Management Act, requires that changes to the city's General Plan be voted on by the citizens of San Marcos. Kirk pointed out the problems associated with Prop. O and how this requirement would have negative impacts on development. Paul O'Neal presented material from the website of the Prop. O supporters to give the Board information from both sides. David Nilson, the Public Policy Committee Chair, noted that the committee had voted to oppose Proposition O, and he moved that the SDNEDC oppose Proposition O. The motion was seconded by Linda Bailey. The motion carried.

Don McKinney – 10th Avenue Terminal Proposition
Don presented information related to the proposed development of the 10th Avenue Terminal. The initiative, which will be placed on the Nov. 4 ballots of residents in San Diego, Chula Vista, National City, Imperial Beach, and Coronado, would change the Port's master plan to allow for the redevelopment of the 10th Avenue Terminal for private use. Don pointed out that the commercial port would be lost and significant security issues would need to be addressed if this proposition was passed. The Board felt that this was an important issue and asked the Public Policy Committee to review it and make a recommendation.

Membership & Events Committee – Julie Wright, Committee Chair
The committee worked on the Holiday Luncheon and the 10th Year Anniversary of the SDNEDC on December 1st at the California Center for the Arts. Information about the event and sponsorship opportunities were included in the Board Packets for members' review.

Public Policy Committee – David Nilson, Committee Chair
David stated that the topics covered during the presentations today were the same ones that the committee reviewed this month. No new items were presented.

 
A Message from the City of Vista ...........
 
OPPOSITION TO STATE UTILIZATION OF LOCAL GOVERNMENT, REDEVELOPMENT AND TRANSPORTATION FUNDING

RECOMMENDATION: Adopt City Council Resolution No. 2008-, opposing state utilization of local government, redevelopment and transportation funds for purposes of balancing the state budget.

STATEMENT ON THE SUBJECT: Each year the City Council adopts a legislative platform that provides direction to staff on legislation that affects the community. Accordingly, City staff monitors legislation and state budget discussions that may have an impact upon the City of Vista.

The state of California is currently facing a $15 billion deficit. The state Legislature failed to meet a July 1, 2008 Constitutional budget deadline. In an effort to balance the state budget, the Governor and legislative leaders are considering numerous options, including borrowing funds from local governments, redevelopment agencies and transit districts. Funds borrowed from local governments would be required to be paid back with interest. This would be a short-term solution to an ongoing structural deficit which the state has failed to address for many years.

The state is also considering taking funding that is currently allocated to transportation districts, such as North County Transit District. A majority of California voters supported local property tax protection in 2004 via Proposition 1A (84%) and transportation protection in 2006 via Proposition 42 (77%). In 1952, the voters also approved a constitutional amendment providing for tax increment financing for redevelopment, not for balancing the state budget.

The state has a variety of options to achieve a balanced budget, such as increasing efficiencies, cutting spending and increasing revenues. These methods are commonly employed by cities, such as Vista, when economic conditions require. Two balanced budgets (the Governor's and the Legislative Budget Conference Committee) have been proposed without utilizing local government funds and transportation funds.

Accordingly, if local revenues were borrowed by the state in an effort to balance the budget, the City of Vista would be in jeopardy of losing approximately $800,000 – 1.4 million. This would greatly impact the City's ability to provide essential services to City residents. Local government and transportation funds are needed for vital community services, infrastructure and community revitalization.

FISCAL IMPACT: Possible impacts to the City of Vista budget could reach up to $800,000 – 1.4 million each fiscal year.
